Luke felt as though he had to stand by him- attempt to bring him fully over to the Light Side. Rey had made strides in that aspect. He refused to believe that Ben was gone. If his father could do it, even at the very end, then there was more potential in Ben. He was just lost.
The resurfacing of Palpatine concerned him the most. He had watched the Sith Lord fall. There was no doubt in his mind that he had poisoned Ben's mind in the same way he had before. If he was going to spend his afterlife in the Force, he was going to do something with it.
The first time he appears to Ben- and he would refuse to call him Kylo Ren because that was not who he was, he was alone. ]
